One attribute of a Council member (I've observed that you have applied for the crew) is the ability to sort out situations without hostilty.

If you really do have a complaint about the guards, [Hedda] is the one to talk to, really. But I highly doubt he will listen, looking at your record and reports against you. He's nice, and patient, but not this patient. -_-
